Please note that the 3" measurement refers to the flagpole base diameter, not the sleeve diameter

Secure your Titan 20 or 25 ft 3" diameter base flagpole against theft. Works in conjunction with your PVC ground sleeve. Leave about 1 1/2" of ground sleeve exposed above the concrete level. After the concrete has hardened, place the ring around the sleeve before inserting the flagpole. After the flagpole is in place, using a wrench, tighten the clamp around the plastic sleeve until the flagpole can not be removed.

PLEASE NOTE: Your flagpole must be a 3" base diameter and fits into a plastic ground sleeve, not for metal sleeves. The Anti-Theft ring goes around the ground sleeve and squeezes it against the 3" base of the flagpole.
